This song, which Stephen Sondheim originally wrote for the 1973 Broadway musical, "A Little Night Music," is about the character, Desirée, reflecting on the regrets and ironies of her life; in particular, a missed opportunity with a man she once loved, realizing too late that she wants him when he is now unavailable. You were pretty spot on about the phrase, "send in the clowns," which essentially means "let's bring on the jokes to cover up this sad situation," as Desirée recognizes the foolishness of her past choices. A little side note about the song...When Barbra chose to include this song on her 1985 "The Broadway Album," she asked Sondheim if he would rewrite part of it for her which would allow her to express a more personal perspective on the lyrics, and focus more on the feeling of surprise and confusion regarding a fading relationship. Sondheim happily agreed and wrote an entirely new verse for the song, this one... "What a surprise Who could foresee? I've come to feel about you what you felt about me Why only now when I see that you've drifted away What a surprise, what a cliché" She also asked if she could change the last line of the song from "Well, maybe next year" to "Don't bother, they're here" which he also agreed to. In an interview, Sondheim once said that he would never have done that for anyone else but Barbra, and totally agreed with her interpretation and request to change those particular lyrics. Lyracists and song writers were always honored to have Barbra sing one of their songs. You can see why.
We clearly forget who the original Queen is. Singing with emotion is becoming a lost art form. Perhaps, in the context of this concert, the subliminal message "Send in the Clowns", could be interpreted as "World leaders are taking it for granted, making decisions that make it more dangerous, isolationist, polluted, autocratic, less attractive". You are spot on D, she is singing about "lost love", a "path" with potential irreversible "wreckage". Her character the "One Voice" protagonist, HUMANITY, assumed "everyone has the same fundamental humanitarian beliefs", peace, prosperity, freedom from tyranny and oppression, unthinkable self annihilation. Perhaps its the fear of "potential disaster" to OUR stage, "our little planet", who's current course is beguiling? There are equals but there are NONE better than Streisand when it comes to telling a story in song. Funny how in movies her acting never quite got to the same level but in song...Aaaah in song..ultimate mastery!

“Send in the clowns” a term to be used when there is a disaster on stage to fix the problem fast with a laugh or pranks, but used as term in failing relationships(where there is real love) but the timing, the rhythm, and humor are off and/or missing. Essentially the way Barbra is singing the lyrics makes her discover (by the end) that they are the actual clowns in this romantic relationship.
