They should just put up solid barriers around the guards and be done with it. Tourists are constantly pushing the boundaries and need to be taught to e respectful.

The guard in this clip shouldn’t have to put up with rude and ignorant tourists who pull his horse’s reins and generally take the mickey out of him!!! Go home if you can’t respect British customs or traditions.
take it a step further - draw a circle where these ignorant unruly tourists can stand and take pictures, the guards must be exhausted telling the rabble off, they do this in many civilised countries

Solid barriers would be a danger to any horse that got upset and went outside the arch as the often do.
