2 transformers in 2 days for me. I didn’t understand a bad transformer means something else is wrong. This time I have a replacement contactor switch and a 3 amp inline breaker on the way as well as a 3rd transformer of course !
The phase to ground is ~277V. in a 277/480v-3 phase system. phase to neutral which is the same voltage as ground, is 277V. phase to phase is 480V single phase power. if you hook up all (3) phases it's 480V 3 phase system. This would need a neutral wire ran to connect the 277V power or you can use the small transformer.
How does the wiring work if you connect one side of a transformer to another primary side of the transformer? Where does the low voltage side lead to on the first transformer?

It could be yes.
490 volts is too high. The Utility transformer might need to be dropped a tap or two.
