So in a way the picture shows something that I believe did not happen at Bree - Gandalf presenting Thorin an already formulated plan to kill Smaug and reclaim Erebor.

The artist, like Jackson, has obviously taken some liberties and my response referred only to the artwork which follows neither the book nor the film but imagines Thorin and Gandalf making plans already at Bree.
