Imo it's gotta be something that ties the one for all user's together. All for one chose shigaraki because of his heritage for a reason besides using him for revenge against all might. Then there's the whole hero/villain perspective with quirks society wouldn't accept (ex.ari's quirk) I feel like there's a power deku would be afraid to posses/control.
