I don’t know where, but it seems Wario was originally going to change to his biker outfit when using a bike in Mario Kart Wii just like how Peach, Daisy, and Rosalina do it, but ended up being scrapped for some reason.

I doubt it. Nintendo has some weird stance on keeping WarioWare and Wario Land characters from appearing in Mario games because they want to preserve their 2d art style from mashing with the 3d art style of the Mario games.

Why doesn't Wario use his WarioWare outfit in MK?
British Phantom probably because he is a lot more recognizable to younger audiences and or newer fans to the Super Mario series but idk just a thought
Pretty sure the canon reason he wears his yellow and purple outfit is to resemble Mario, so he can get some credibility and recognition. Something along those lines. So when he's not around Mario, he wears something else, in this case, his Wario Ware outfit.

I thought it was going to be some kind of wario skin mod video, but the way you designed and edited it is pretty cool, with great ideas like the mario kart inside wario ware inside wario ware inside mario kart and CRASH microgames, the "read below and like/subscribe" stuff, and the smuggle final boss.
The only flaw I found is that you could have put the remaining tries in the screen, even if everyone already know they are 3
