Actually all countries that gave Italy 12 points in 2015 border the Mediterranean (except Portugal but Portugal is Southern Europe as well), including Russia as Black Sea is part of the Mediterranean.

He didn't have the jury 12 pts, but for sure the 12pts of the Albanian televote. My explanation is that, because Tamara's songwriter is famous in Albania (he has collaborated with the majority of singers here) probably all the jury members had a song written by him and felt obliged to give Tamara 12pts. In fact in 2020 Darko Dimitrov entered FiK with 2 compositions: Shaj (winner) and Eja Merre (4th) showing how strong his connection is.
