Raymond Yip was the production assistant who did the slate, and he played the Giant Vulture while James J. Kroupa did the Voice of the Giant Vulture.

Oh God, I have VERY vague memories of this watching short back when I was about four years old, and being reasonably unnerved by it. Thinking about it as I grew up, I was almost certain that it existed, but I had no way of knowing how I would even find it (or if I actually cared enough to put in the effort). You know, I also have childhood memories of a REALLY weird stop-motion skit about an uneaten sandwich (or maybe some other food?) being thrown into the garbage/sewers, and then coming to life and contemplating its existence in an angry, mournful manner. Probably came from the same show as this one, or at least from Nickelodeon. Does anyone else remember, or am I legitimately crazy on that one?
That other one about the sandwich sounds a lot like the opening of Foil Man. The sandwich gets angry and threatens to eat the people who discarded it, then he's stopped by a superhero called Foil Man, who is made out of tinfoil and can shapeshift into anything.
