He was a very skilled character-actor for so many scenes in various products that came from Hollywood... I remember him for this episode of Columbo AND in the EPIC Western movie called 'The Magnificent 7' ... He played the part of the traveling sales-man who congratulated Yul Brenner (Chris) and Steve McQueen (Vin), for 'convincing' the locals, who did not want an Indian to be buried in Boot-Hill... I think we as audience members make the mistake of looking at Columbo as a famous super-cop because he's a world-renowned fictional TV character and we get to see all his cases and arrests. In the world of the show, he keeps a low profile intentionally, keeps his head down, does his job, and even the higher-ups, though they might appreciate his work, still underestimate him. Halperin probably just said "get me the dumb cross-eyed guy in the rumpled suit", thinking it was to his advantage.

Looked at in a real-world context, I can see how the commissioner might have underestimated a low-key detective like Columbo. Yes, he had a way of solving high-profile cases, but these would have probably been the exception rather than the rule; Columbo's daily routine was probably rather boring by comparison, nothing that would attract the attention of his bosses.

Irredeemable is exactly the word for the commissioner. Who was played by the Great actor and voice over specialist Richard Kiley.
On some of the Columbo movies I feel at least some sympathy for the killer. Like Roddy McDowell in "Short Fuse". He was being blackmailed by his step uncle. Forced to step down from his rightful spot on the Chemical company board. Plus the dead man was played by the Great villian James Gregory. A fellow who always played the roles of contemptible people.
      But Kiley nails this performance.

In a real life scenario the detective. (Columbo)! would already possess a reputation of a living legend.
Similarly a crooked Commissioner like Halperon (played brilliantly by the famous actor Richard Kiley) would have made a number of enemies in the police department. It would be those same enemies of Halperon that Columbo would need to set up the sting. Among the effort involved would have been to get Jessup an attorney as well as immunity.
Jessup is the real jewel thief (but not a murderer). And his attorney would be required to OK his cooperation in return for being an instrumental part in the sting operation.

Getting Guilty people to inadvertently expose themselves... In front of witness's who would testify in court... In this case, the police who were helping the ACTUAL crook, the supposed perp who did NOT commit this crime, and of course Columbo himself... Great episode!!!

Columbos’ technique is almost something out of the art of war. He prepares the defeat of his adversary and then compels his adversary to enter into that defeat. He is also a master of deception, but only uses deception as a pretense to revealing the truth. As a detective, when things are tightly written, he leaves no room for alternative theories, and not a shadow of a doubt as to the guilt of the criminal. It’s just pure brilliant writing on every level from plot, structure, conflict, dilemma, continuity and characterization.

One of the very best Columbo 'Gotchas'. 'Columbo goes to College' is basically the same plot where he likewise tricks the two boys into planting evidence. There are a lot of similarly plotted episodes -- for example, in both 'Murder under Glass' and 'Columbo Goes to the Guillotine' Columbo provokes the murderer into trying to kill him, and thereby incriminating himself, while all the time knowing that he's perfectly safe. I own the DVD box set and my personal favorite resolution is 'Columbo Cries Wolf'. But 'Friend In Deed' is excellent also.

Commissioner Halperin, making like he's still in control, but Columbo is always in control. Columbo knows where he stands, and he knows he has his man. Nothing will stop him from finishing the job.
But I've always questioned whether Columbo actually committed a crime here. Columbo admitted he falsified police records to make Halperin believe he now knows where Jessup lived so he could frame Jessup. Admittedly, the only ones who would know of the falsified records are Columbo and Halperin, but the fact remains, they exist. True, Columbo would need to fix the records later, but I supposed they would now be academic.

You would think being an assistant commissioner he would know what trouble he was in when Columbo was put on the case.

Makes one wonder if (meta) off camera, Columbo convinced The Commissioner there was a credible case against the ASSistant. Would explain how some of the grey area things got okayed.

Columbo knew this Jewel Thief was a professional and would never kill someone !

In addition, Columbo discovered that the first victim had been exchanging her jewelry for fakes. A professional thief would have spotted the difference in seconds. Not worth stealing and certainly not worth keeping.

4:56 Once again The Lieutenant gives the murderer that cold, hard stare before moving in for the kill.

The cold, hard stare was _after_ he accused him of murder, though, not before.

I love the look of bewilderment and pure shock that comes over the face of the once smug perpetrator.

Out of all the crooks Columbo burns this was perhaps the most satisfying.
