what steps can residents take to address this issue with local authorities and help keep the city clean?

They just have to call to get the Bin Replaced but most of the Broken Bins are in areas where the Majority of the people are Renters

Lots of broken cans with amreps the Curottos and labries in my area never destroy carts

Great video and interesting bin showcase! Reminds me of LA's trash bins that sometimes end up cracked and lidless. That was a really overloaded bin at 8:29; I'm pretty sure the driver must have skipped it. Interesting seeing the tire in the bin at 8:42 also.
