Jeremy Clarkson slams planning departments for issues he's faced when trying to make improvements to his Diddly Squat farm shop, telling the News Desk planning departments are swayed by people in villages wearing red trousers.
Housing Secretary Michael Gove has said giving the public a greater say in the planning process will build support for new housing developments amid warnings the shortage of homes could hit support for the Tories.

He's absolutely right about villager's saying no to everything, I lived in one while restoring an old house and they broke my heart with complaints about everything from having a skip outside to the noise levels from various power tools and even the radio during the day. They hate seeing people getting on and will do anything to stop it, personally I think cousins shouldn't have children together.
The planners have a massive problem with envy. Low grade local public servants whose main achievements consist of saying NO in a range of ways. They can only get off on blocking the plans of others who actually graft and take risks in the hope of receiving rewards. Sad gits indeed.
Not sure its the interbred that are the problem, seems to be incomers with lots of money.
Many many years ago I worked for a house builder (worst 18 months of my working life by the way), but we did a huge development and the local authority said all the houses had to have wooden windows as it was environmentally friendly. The type of people who bought the houses were not going to spend weeks up ladders painting them every couple of years. Anyway a few years after one by one the windows were being replaced by UPV windows. Wood and glass gone to landfill.
Apparently a lot of villagers in rural/semi rural communities living near farms are fake/faux rural types. Many of them are city workers & retired city workers who have purchased their picturesque cottages & properties and commute to big cities to work and are completely uninterested and even antagonistic to farming & rural life.

A friend of mine bought a very old house in the woods some years ago, believed to date from around 1400. She's lived there ever since, but recently wanted a small extension, so asked the local planning authority as to whether this needed permission. Their response was that they had no record of this house ever being built in the first place, and they demanded proof of it's right to exist else she'd received a court order to demolish it. She had to quickly get a surveyor to establish the age of the house and provide copies of ancient maps showing the existence of the property, all quite expensive. you only had to look at it to see how old the property was. They eventually left her alone but their manner was rude, confrontational and accusatory, not to mention totally nonsensical. She just built the extension anyway and they never noticed. But she tried to do the right thing and was met with unworkable stupidity.
My dad is an architect and he hates local councils. His tactics is to build what he can with council approval then build anything extra after the inspection
Not in the UK but Australia. I had a old wooden patio off one side of my house, that had some rot. I had some tradies in anyway to fix guttering and asked them what was required to have it redone but with metal (since the area is damp and likely any wood would rot again). He said the actual job was basically nothing but materials and like 4-5 hours of the crew's time, but getting the local shire to approve it was a hassle (since technically it wasn't like for like).
"How well do you get along with the neighbour?"
"I dunno well enough, we have each other over on public holidays and stuff, why?"
"Would he care?"
"Nah"
"Give the guys some beers and they'll do it at the end of the week" (still cost whatever it cost, but was done so frikkin' quickly)
Fast forward a few years later, we actually needed the council to sign off on something. The guy they sent out had the plans for the property.
Turns out the old patio wasn't on there to begin with.
"Was there when I bought the place"
"Ah well, nobodies complained"
I swear the actual people doing council work are willing to overlook common sense things, its the pencil pushers at the middle management level that need to justify their existence.
'Clarksons farm' was so good at highlighting the difficulties faced by farmers whilst being really entertaining at same time ( and I don't normally find that kind of thing interesting). I'd really recommend everyone to watch it.
@Chase Williams I agree :) as someone who had never given a thought to farming previously it was definitely eye opening and gave me a new appreciation for our farmers

@@chasewilliams5128 I grew up on a Farm and I too loved the show. It takes Decades to become efficient at it and Farmers deserve respect. Most of the current generation has probably never even seen a Farm much less work on one. Clarkson's show gives some really good insight of what it can be like to a novice.
Imagine how "normal" farmers, without such a budget as Jeremy, struggle with idiots like that in council. No wonder economy has gone to sh*t.

Many acres of good agricultural land are being destroyed for two new housing estates, while brownfield sites are refused planning permission. Makes no sense.
Unused and deserted County Council buildings lie empty and decaying in my town have been empty for years and years, while the two (massively opposed by the people of the town) developments destroy the countryside. Why?
To all those out there saying, 'oh it's alright for him!, Amazon are paying him for the Diddly Squat farm series. Maybe they are but! He's highlighting soo many issues farmers and producers are facing day to day and getting said issues air time and raising awareness of the plight of farm folk. Hopefully he can get changes implemented!.
Yeah I always figured that the point wasn’t necessarily the money (I mean face it, the guy is loaded up to his eyebrows at this point), but more to highlight the challenges faced by farmers.

Jeremy Clarkson is very lucky because he has a film crew following him and Anazon paying him big bucks. Ordinary farmers do not have such luxuries and need to make a living. I'm gobsmacked at how unproductive this country is. It isn't the farmers or the people it is this bloody government local and national. I had the pleasure of talking to a 92-year-old local farmer who is still working on his farm. All he does now is Hay. His words to me were that he can't do anything else. He can't do dairy because it is so hard to do profitably. He can't grow market vegetables because he can't sell them - supply chain issues - farm shops - planning. He has land and can't do anything with it. I totally agree with Jeremy but it goes further this government needs to step away from telling us 'no' and just let us get on with it. The banks find ways to get around this, and the pharmaceutical giants find ways to get around this. Utter rubbish that farming is so restricted.

it’s all planned. if the citizen farmer can’t make a living he has to sell the land to the corporate farmer. who sends money to the politicians to make it so that citizen farmers can’t make a living.

Looking at the world, they don't want independent farmers. They want corporate farms with minions. Corporations won't face these issues, as we're all aware. They have more rights than anyone, and will sell their poisonous produce at higher rates. Following America's lead, yet again. Being self sustainable goes against the ethos of this weak, corrupt and shady government. Farmers should do as he's saying, ignore the government (local or national) and carry on as those before them did. Good luck farmers, and keep flying the flag Clarkson. Make them cringe in the limelight, and make them irrelevant.

All councils are incompetent and are mostly run by incompetent people who have never worked in the real world, which is where the problem arises.
My local council stole £7.3 million of tax payers cash and after the inquiry to what happened to our money, which was conducted by themselves!, not a single person was found to have done any wrong doing and no one sent to prison but still £7.3 million was missing from the accounts! but I can assure you, if you stole that money from a private company, you will be locked up quicker than that.

Its such a shame that this local government is punishing Jeremy for being a celebrity farmer, and at the same time also punishing the other farmers he's trying to work with. I hope the council gets their heads out of their asses and start working together with Jeremy for the common good.

@@adam.f89 that's asking a lot of the other farmer to run their business and keep the restaurant as well as giving up a building and space and parking off their land. I don't think the restaurant is for Clarkson, more an avenue that he is trying to provide not just for himself, but for neighboring farmers. He has the land, the will, and the funding to help his community and his community says no. It's mind boggling. They don't want the traffic, but won't let him build a place for people to park so instead they create more traffic. This purely an example of an over blown home owners association. You "own" the land, but you can't do what you want with it because we are "in charge" and we don't like you. They are going after Clarkson because of who he is and in returning are hurting the local farmers that provide for their community.

On a more serious note it's true that the other farmers don't have the same resources as Clarkson, but he could always fund the construction on their land as a way of giving back to the farming community no? Also parking is one thing but a car park doesn't reduce traffic, the cars still have to get there. And would you seriously be happy with the roads around where you live suddenly being jammed up to the point where you can't move?
If people cared about farming half as much as they claim to in these comment sections then they'd recognise the primary threat to farming far above any local authority beef - their own purchasing habits. The level of price gouging that supermarkets do here to the farmers is shameful, Tesco being by far the worst offender. They only do it because they know they'll get away with it and be able to sell them extra cheap, and they only do that because they know people will buy them. So people need to stop buying all this cheap stuff and shop where they know farmers are getting a fair deal!! But they don't, there's always someone else to blame. Anyway, rant over, I don't think people care half as much as they claim they do about farming

I'm saying that even if he paid for it, you are still asking the farmer to give up part of their land, deal with people on their land, and worry about this building on their property. If they were fine with that, great! But that is a lot to ask of the farmer if they weren't okay with that. Which is all I was saying. Most people would not be okay with that.
For the parking lot. Yes, people would still have to drive there, but at least they would have a place to go and park to get off the roads when they get there. Without it, they were parking on the street, which makes traffic way worse. People will come regardless. Doing nothing doesn't help.
And I agree with you on the supermarkets. My wife and I run a small farm. People have no idea what it costs to produce food or how little farmers actually make.

I agree, i'm not even from the UK but these problems are present all over the world. Even my girlfriend who hated the idea of watching a show about farming loved it after the first 5 minutes. We watched both seasons in just a weekend. Absolutely brilliant show and i hope these local politicians are being spat on in the streets. Farming is the backbone of any country. What do we do once importing is no longer an option due to wars and/or other crisis? Well, without farmers we all starve and start civil wars. All the european governments are failing their people one by one. It's absolutely pathetic to watch their complete lack of backbone.
My dad had a workshop built in our garden. The planning man said he had to shave five inches off the back of it because it crossed onto agricultural land (we owned both pieces of land). So he sanded down the wall and threw some cement dust on the ground. About three months later the planner came and looked at it and accepted it. Another five years and it became garden land anyway because there was no fence dividing the land.
The government needs a department of common sense to help our farmers . They could then educate local planning departments.

Keep it going Jeremy, by hook or by crook. My old Dad (he's been gone 40 years now) always said - "Council Planners are all failed businessmen." He was bang on the nail I reckon, they are in their own little sheltered cocoon of offices, desks, filing cabinets, coffees, golf, luncheons and meetings and more meetings et al. If they have a 'bad' year their renumeration increases by 2.1%; it patently isn't the real damned world is it!
I live on a farm in the Peak District national park. You should try dealing with the they are a nightmare. Love what your doing Jeremy. Best thing that ever happened to farming.
I got completely engrossed in Clarkson's Farm 2 and ended up binge watching the whole lot in one sitting. Like or loathe Clarkson for his outspokenness and previous shenanigans but what he is doing with this show is highlighting a huge problem for the entire nation. The show left me absolutely furious at the lack of compassion and appreciation both local and national politicians have for farmers. One local councillor said that building a lit car park at the farm would mean he wouldn't be able to gaze at the stars at night and used that as the excuse for turning down the planning application. It's utterly outrageous. They also places a mile and a half of cones either side of the narrow road leading past the farm to prevent shoppers from parking on the side of the road and thereby makin the road too narrow for tractors and traffict to meet without running over the cones. This sort of brainless morons are sitting in councils up and down the country sabotaging progress towards sustainable farming. It is past ridiculous. It's irresponsible, incompetent and outrageously damaging to one of our most important industries.

I did the same when I got access to watching both seasons of Clarksons Farm - and I completely agree that what he had to put up with (which is not remotely unusual) was beyond ridiculous. Only one aspect I would add: It's extremely hard to believe that the local councillors and/or planners could behave in such an incessantly irresponsible and damaging way out of sheer incompetence or ignorance alone. Because if that's all it was, then they would surely make a sensible and pragmatic decision every now and then (even if very rarely) purely by accident.
The fact that their behaviour is so consistently awful and counterproductive means that it must be deliberate to some extent, if not entirely. There's no other valid explanation for why they always say no to absolutely everything. This is not local democracy: It is local feudal dictatorship, just with lots of small time (and small-minded) dictators calling the shots instead of just one local lord of the manor.
The most galling aspect of this situation is that if Clarkson wasn't a public figure and his farming enterprise wasn't being filmed (and therefore wasn't under the media spotlight all the time), then he could get more or less whatever he wanted in the same way that wealthy landowners or large property development businesses do: Slip a few wadges of £50 notes into the back pockets of local councillors and planners to ensure that the planning "decision" does have the outcome they want.
We're deluding ourselves if we think that this isn't how it often works: Town planning departments can be corroded in two possible ways - by rampant, unrelenting NIMBY attitudes if the planners are left entirely to their own devices, or by outright bribery if the person or business submitting the planning applications is wealthy enough. In other words, if you have enough spare cash to throw around, you can essentially buy a "yes" outcome to almost any planning application you might submit. But if you can't afford to do that, your planning application will almost always be refused.
my wife and i just saw the episode where the town council turns down the restaurant. i would think if he brought all the farmers to the meeting they would have told their elected officials what they wanted and it would have been approved. i guess the UK is just like us in the US. our elected officials ignore what’s best for their constituents as well.

If you can pick up on the accents, the ones who were supportive of the shop seemed to me to have a west country accent, and those who were opposed seem to not have it. The west country accent is the local accent. This seems to me that the actual locals want the restaurant, whilst the people who retired to the country opposed it.

Clarkson is wrong on the people in the planning department, it's not that they arnt that bright it's all to do with power.......they are given power to stop you doing anything and if they don't like you you have no chance, I see it all the time , one person who knows the right people gets planning permission and another who is new to the area can't get it . Planning departments need a clear out

they only refuse an application if it contravenes the planning guidelines, they can't just do it willy nilly if they feel like it. People are so ignorant in this country, it's embarassing.

I remember an American Auditing Co coming onto all local councils in Northern England sometime in the 70s and saying they would do a free Audit of every dept and if they did not uncover theft and corruption they would do the audit free! Guess what nobody took them up on it???

The planning officers in this country are a disgrace. I was chatting to an architect a few years ago - he said that he always managed to get a plan in but, to do it, he had to put three things in the plan that he didn't want and he knew that the planners would reject - then he'd submit it, it would get rejected because of one of the three extra things he'd put in, he'd remove it and resubmit - rinse and repeat until all three things had gone and then they'd approve the plan. His thoughts about this shower (apart from being unprintable) boiled down to two things - 1) they were failed architects, and so they'd make the successful ones pay and 2) they had an overwhelming need to show us poor plebs who was in charge.

One experience that I personally had was with measuring up for fitting solar panels. One day I had two appointments at either end of the same village - both properties were newish, both properties had had extensions added within a month of each other. One of them had the roof line flush with the original roof - the other had the ridge line a foot lower that the original roof - which meant that it was going to have to have two separate PV arrays.
The conversations went -
House 1: "Well, it's good that the new roof is matched in with the old one - it means that we can fit a single PV array" - "Oh, well at least that's an advantage - we wanted the new roof to be separate from the original roof, but the planners said that it had to be matched in".
House 2: "It's a shame that the roof's not all in one, we can still do it, but we'll have to do it as a split array" - "Aw, that's a shame, we wanted to match the new roof in with old one, but the planners said that we had to have a stepped roof line to show the extension"...
@@vikingraider1961 It's like they all have a Gordon Cullen book on Townscapes hidden in their bookshelf somewhere and in some mistaken belief to save the world require each development to have Parisienne boulevards in order to have the plans approved. We have also unfortunately inherited the British standards as our yardstick - and if a client has a heritage development I just advise them that it will take 1-2 years for approval and wish them good luck.

Just watched Clarksons farm 2 and it's outrageous the behaviour of the local planning department and others. For instance at one point it's pointed out that so the police Don t object he has to have outside security lights but the planning says no outside lights because apparently some village people say it will spoil the sky which they apparently go out and look at at night. I live in a small Norfolk village and yes you can see the stars and it's great no glow light a city but the farms have outside lights so you walk a 100 yards from the farm and it's fine.. He l is a great spokesman for farmers because he has media influence and power and money however even be could not afford appealing against the local planning to the Secretary of state as it would cost £250,000 to do so and so it is can't afford it what chance has the ordinary farmer.
These people in his nearby village sound exactly the type who say "yes let in all the migrants" " on but not in our village because it will spoil our view and ambience. I am for planning restrictions but it seems corrupt . Massive housing estates ok but a farm track or car park NO. It's not right. All power to you Jeremy.
Didn't a local council plant evidence and ruined a local pub/restaurant decades ago, just because a councillor's girlfriend had an argument with the pub-owner ? The pub owner was jailed and his business was ruined, and decades later, just earlier this year they were ordered by a judge to apologize and pay him compensation of several million pounds!

like how in India a man was jailed for 20 years on a rape charge for being from a "privileged caste" under a law made to protect "unprivileged castes" and then he was found not guilty cause there was no evidence to back up the accusation and there was no action against the woman who strangled him.
I love this show I can’t wait for a season 3 the cast is brilliant! And the show really does highlight the issues uk farmers deal with.

I asked new forest national park for permission to erect a metal shed. They SAID yes & a month after it was built, they were threatening me with prosecution! I appealed to planning inspector & WON! Planning department staff were stupid in my case
The presenter's comment on one of those 'design your house' shows, when refused planning permission, was 'maybe you should just bung a brown envelope to a few planners. Maybe that's what Jeremy needs to do. Maybe the planners are, simply, greedy and corrupt.

Illogical government control is not just a UK issue! I bought a small property, when I got my first tax bill it stated I was being charged for two out buildings, where non existed. So I went to the tax office to report the error in my billing. First thing they asked me is if I had gotten a permit to tare them down. Why would I need a permit to tare something down that did not exist when I bought the property. My buddy bought a house that had a huge tree growing far to close to the house and it had destroyed the foundation and falling limbs had damaged the roof so he had a tree company remove the tree and the roots. The county shows up and and fines him for cutting down the tree and for disturbing the soil, without a permit, WTH!
The show is an absolute legend. It's done far more to highlight the challengers farmers face in just a few episodes than a few decades' worth of BBC Country File.
Petty planners on a power trip. I despair at the pointless red tape and bureaucracy in this country. Totally agree with Clarkson.

After watching the second season of Clarksons Farm, it seems that one voice of objection overpowers the many voices of support

what local councils dont understand is that if they dont allow the farmers to do something that earns them money from the land themselves, they will have no choice to sell the farm, inevitably to some building company who will then strong arm the council into allowing them to build a massive estate
I've seen it happen twice now, two farmers I know from my home town who have owned the land for generations (my great-great-grandfather actually sold one of them the farm for 4 pounds and a pint) , the farms weren't bringing in enough money, and every idea for what they could build to support the farm got turned down. Eventually they gave up and sold the land to a development company who within 2 years had planning permission for 2 huge ugly new build estates.
Everyone blamed the farmers, but what else were they going to do, they had exhausted every other option and as much as they loved what they did, love for a job doesnt feed you and pay the bills.

In the North East Amazon have built a huge warehouse or distribution centre right next to the A1 at Bowburn, it can be seen from miles around, they put in two roundabouts and altered the road to accommodate it, it looks ghastly, can anyone tell me how they did it, one of the councillors in opposition to Jeremy stated that he had enough money and didn’t need the restaurant, did Amazon need to enlarge to be able to survive.
Jeremy Clarkson has done a sterling job highlighting the difficulties much maligned farmers face.
The program itself is engaging, funny and educational with the terminally exacerbated Jeremy at the centre of it.
It makes you realise how farming is incredibly important to our country.
And that's also the problem, these planners need a firm hand to guide them so the government need to step in at this point . Instead of catch 22 situations,
Government got farmers into this mess telling them to "diversify". The government is not going to get them out.
It is time for Her Royal Highness, Princess Anne, who is a long time steadfast champion of agriculture, to intervene on behalf of Diddly Squat Farm.
Not just farmers ordinary people who want to extend and improve their homes hit brick walls with planning departments too .
I just watched season 2 and ya the people who said no to his restaurant can go to hell he really tried to help farmers and he gets a no and takeing them to court would cost what was it 100,000 pounds makes me sick that some people can’t even

A family member has had to deal with Villagers for the last 5 years while they tried to renovate a county house in Oxford. They bought the house in 2018, if they hadn't the council was to knock it down and do what ever with the land, my uncle bought it very cheap, locals were like "oh great its been saved, we look forward to it being back to its glory days" but for the first 12 months the council refused planning permission, locals rallied against them, the council eventually gave permission but guess what? The second they started doing the renovation, the council was inundated with complains for noise, Cars and Vans "blocking" the road by same local's in the village. They were told by the council they couldn't continue until they sorted out the noise and the parking, the house has been for the last 4 years sat as a shell, at some point this next month my uncle will be knocking down the house and selling the land for what he can, guess what? the local's are complaining about the house being knock down.
Farming is hard enough without the government sticking its noses in everything you do. I bet the Chinese would come in with all hands on deck from the government.

Just watching the series, I have to say speaking as a former planning board member here in New Hampshire he is quite correct in his characterization of his local planning board.
A planning board's role isn't to act as an ad hoc homeowners association, which seems to be what they believe it to be. Rather their role should a facilitator to allow the landowner to do things with their property while maintaining a tranquility with the abutters, not a blocker. If he'd gone through my board and taken all of the steps he has his plans would have passed without a problem. Though I grant you the land use rules here in New Hampshire are much less militant for farming.
I feel for you Jeremy, and all farmers in that situation. On the plus side, be happy you're not dealing with the Snowdonia National Park Authority. Awful, awful, awful people to deal with.

Wanted to add a porch to my house opposite a field applied for same 3 foot wide 4 foot deep refused but could build 2 foot wide 2 foot deep replied there own rules demanded 2"6 entrance door told 2"6 ok asked how to hang a 2"6 door on a same size frame ok fit 2"6 door on 2"8 entrance replied 1" not sufficient rely 3"0 allright but 2 foot deep when i replied that would mean obstucting door entrance they caved in but it had to be painted white to save their face i suppose i agreed painted as required was inspected then i repainted blue to match the rest of the house

Had problem with planners over sycamores - 60 year old weeds. We wanted to remove and plant Yews and Native English trees to provide variety. But the highlight was I was told to match the "concrete" artificial stone building 40 yards away that looked appalling with its black lichen, when I want to match the 1000 other houses nearby.
It's weird how local councils can just ban farmers from building stuff on their own land.

A friend trained as an Artificial Inseminator. Nice well paid job driving around the countryside meeting interesting farmers in delightful locations. He was so happy. After a few months duty he was called in to check his efficiency. He had to inseminate a row of ten cows with test ‘straws’ containing dye instead of semen. All went well he thought, then without warning a man went along the row killing the cows one after the other, cut them open, pulled out the uterus to see where the dye had ended up. Only three had dye through the cervix as intended. My friend was given further training to improve his efficiency but the shock and trauma of this murderous event meant he only stayed in the job a few more months.

The planning has clearly got a personal issue with Jezzer. It’s scandalous how they are blocking progress. The jobs these plans would generate and farm cooperatives supplying produce.

People not able to get into state or federal government.
In my local area a disabled person was voted in on the grounds that they where disabled no other qualifications.
The disabled person only had one thing oh the agenda every thing had to revolve around disabled people.
Example all paths must be wheelchair accessible no matter where they path was to be built.
