Well the cost will be barely anything if the AI KEEPS ON NAVAL INVADING A NON PORT PROVINCE!!!!!!!!
The thing is, that's generally the best strategy because the AI always garrisons their ports and may even have naval forts. To be fair, you're SUPPOSED to also attack the port to distract them long for your guys in adjoining, non-naval provinces to be able to land and eventually join in on the assault on the port, but yeah, attacking a non-port province is fine so long as its adjoining. It can be risky, sure, but so long as you do it correctly, it's the best option, as I can attest to because it leaves one area for the enemy to retreat through and if you do it REALLY well, depending on terrain and the speed of your guys once they've secured a beach head, you can cut off your enemy at the port and surround them and crush them like that.

Well yes, when playing *as* Germany, but that's kindof the key. AI VS AI, Italy does most of the work. I am sure that if you played as Italy it would be no different in that you would be crushing France quickly while Germany struggled, so I would say AI VS AI is a better measure.

@@SSA-qb6pb how so? You have to gather forces for 3 fronts for 1940. You have initially little factories and very little resources. And you have to garrison all your naval bases at the same time. The US or USSR are for noob. You got everything and almost infinite manpower.

I had a game like that recently. I lost one entire army at sea when they were intercepted by a second fleet, and my first army died retreating. So I went all out. I researched nuclear reactors and built one in every province under my occupation. I put a level 2 missile base and radar whenever i upgraded it in every state along the coast. Then I took every fighter not a part of an army and every bomber (except about 300) and bombed south England (the 300 bombed North England where there was no air cover). While planes died by the hour, I was upgrading my rockets, and getting nukes, as well as the last naval invasion tech. I dropped nukes on ports, cities, armies, everything. Then I planned for 5 armies to invade the south all at once with transport planes to supply a bit until the ports were built. Then, 5 days before the invasion, 3 dutch divisions landed very anticlimatically on the island.
That's my story. Sorry if you didn't care.

I say it all the time. For every single faction.
For example, AI Germany had a 120 divisions army. Romania declares war on USSR. Germany sends 90 divisions to Asia to help Japan with China and thr other 30 divisions to Garrison France. They got communist raped.

Yeah the UK tried at the start and bailed because else they'd have been screwed also, the fact they withdrew back to safety and continued fighting for years alone is literally what made it possible to even win the war. Let's be fair if it ever happens for a 3rd time there is absolutely zero chance of the UK helping France again,especially how France is being nothing but hostile to the UK recently.

There are strategies and tactics that work when you plan to invade the UK, and here is a strategy that is tested and proven.
The strategy:
Build subs, yes, subs, and a lot of them to keep pumping reinforcements.
Have an admiral command a fleet group of 10 submarine fleets, each with at least 12 submarines with auto-reinforce. Order them to raid convoys on the deep oceans (not shallow waters where subs are easy to spot) west and southwest of Britain.
Bombers are optional, but can be useful for crippling industry.
Have a lot of fighters, since UK builds a heck of a ton of them. Order them for air superiority on the English Channel and on Southern England. You will need some naval bombers as well, at least a single air wing with 100 of them; increase the number of wings for maximum firepower. Use those naval bombers for either naval strikes or port strikes with fighter escorts.
Marine divisions can be very useful, but if you don't want to spend the time to research them, quality infantry divisions are a great alternative. Try not to use motorized, mechanized, or tank divisions as much as possible.
Always invade France first, and try to get their fleet by reaching Toulon within 2 days upon executing Case Anton. This will allow you to have a capable battle fleet for protecting your convoys during the invasion.
Invade Gibraltar first, and if possible, take the Suez Canal; this will trap any British ships in the Mediterranean.
Now you're all set: British fleet divided due to protecting convoys and some of them being trapped, lack of resources for industry due to convoy raiding, air supremacy is being achieved, the seas are safe for invasion, and the UK is alone.
I'll leave the tactics to you.
