So doc what you are saying is that before I download the DAAD form to fill I should first submit an application to the chosen university and wait to be given admission or be nominated? Then if I am not nominated it means I can't proceed with it?

No. Check the application process for the DAAD scholarship in the university you intend to apply to. Don't apply as a regular applicant.
