Having worked in the quality laboratory for an injection molding company for Honda, the problem lies within the process being cut short and inadequate cooling time before ejection fro m the mold causes so may abnormal conditions
Try using binder clips on the hub of the blade. I balanced my Laskowood fan that way. If you mess up the balance, just find a different location for the clips, or remove them, or add more.
