They did have colour TV, though they were the second-to-last European country to implement it(they did it in 1981, Romania in 1983), but because of Albania's isolationist ways, they were the only country in that part of the Balkans to use PAL when all their neighbours used SECAM. Consequently, almost none of the chroma(the colour part of the picture) could get through.

I visited Albania in 1986 and 1987, so saw this channel many times. This is the first time I have seen it in colour since 1987. Excellent video.

Back then, Albania used SECAM which was a color TV system developed by French TV engineers and researchers.
Thanks for coloring this video!, color couldn't be get in foreign countries as Albania was a closed country.
