I cant remember when/if they changed it... I think radioman can refresh from anywhere. SL can self-refresh if located at the rally. For something I spend so much of my gameplay monitoring, I really should know/learn the details.. lol.
A SL can refresh the rally if they have access to a radio. All radio's can be used for this, the on any rally, a commander vehicle, FOB, and even te body of a dead enemy radioman. Platoon commanders can also use all of these radio's for calling in support assets.
Is that a relatively new SL ability - refreshing your own rally? I thought only radioman could do that.

If you had set up a rally ASAP you wouldn't need to use boats.... Just saying.
When the map starts you don't have rallies. You have to use the boats. . . Just saying.
