Filled up cannals will temporarily hold the water, but then it bursts and rushes down even faster. In some places around the world, rivers are being returned to their natural winding state, not just to help nature and wildlife, but also because it can significantly slow down the flooding. Especially in arid areas, where rain often comes in form of flood, slowing it down as it travels through landscape is crucial. Not only to prevent the flood, but also to allow water to stay and be available in droughts.

Yeah, in my country this September we also had big flooding. During first couple of hours we had in many places over 150 mm, however few places got twice as much(about 300 mm). Not far from 380 mm(15) inches reported in Spain. Sure such big floods don't happen each year(thank good) but some people really need to stop overexagerating. Last time I checked, the mountains in Spain are not fully submerged. Hence it is nowhere near biblical floods.
Climate itself is not the issue. Damaged landscape is. Natural disasters always were and always will be. But damaged landscape copes way worse with them.
