I get the part to call for clearance and for the flight plan. But they call the tower? Doesnt ground handle all that. Clearance etc. Even at the class Ds I been at you start engines then call ground and ask for ifr or vfr. Then once you taxi to the edge of the runway you switch to tower. At class C I been to you call Clearance or Class B before start up then Ground for movement then Tower?
