Do you not need first to formatting the usb stick with Disk Utility in FAT32 or extended journal?
I tried this method on my second computer a win10 pc but it not works create a boot stick for Mac on an win10 pc no matter what the free apps promise you to format in MS-DOS or HFS...it's not working on a win pc.

If it’s possible, you may create a windows virtual machine on your mac , and then you may use rufus.

@@nntechchannel1640 I got it to work. I got a Ethernet adapter and connected it to my MacBook. Than I went to terminal, typed in these commands sudo apt-get update
      sudo apt-get purge bcmwl-kernel-source
      sudo apt-get install firmware-b43-installer
Then I went to software and updates, additional updates than clicked on the wireless driver, apply changes. After it was completed I reset the Mac and it now connects to wireless networks.
