The sister while in eternal perfect health cant progress beyond the mental power of an infant. He showed he couldn't be trusted taking care of his anomalous children so the foundation took them in and denied their return. As for his brother being made to take on many mental disorders was by Brights request specifically to stop his suffering.
Oh. I thought the foundation used his brother to cure many people in the foundation which caused him much more pain. So bright sent people with mental illnesses to him to make it so he didn't realize he had pain. The sister thing though I didn't know. That's would make a lot of sense then why the foundation took his kids. But still, the foundation have done many things that are somewhat cruel and unusual.
