A lot of players, tbh. It's a pretty common scenario since the strike (hellstab) and throw scenario is pretty strong for Zangief overall. I think people will back dash more often with time.

I do the microwalk, walk back after lariat all the time. You can react to anything. For jump forward i do air headbutt OD borscht

Its a hard read but maybe you can try for df+hk after walk back in the corner?
With the stomp and 2mk shimmies, you can. OD lariat also gives you a ton of frames after the dash, back walk.
I think if you wait long enough you will do larriet the other way
