They may have a plan but the actions does not show that they are acting on it. The global processing time is one of the main indicators for their seriousness in the intake of the skilled migrant. For example, according to immi website, Visa 491, 50% are issued 17 months 90% are issued only after 19 months after selection. If you extrapolated the graph it showed only about 30% are issued within a year after selection. The 70% will be carried forward. This 70% carried forward will be added to following years 30%....so on and so forth. Based on the Bar Chart on this %age, It simply means there are going to a continuous dumping of processing to the following years and the This kind of planning will create massive file retention, and will result in huge delays and may cost more to clear up the delays. The plan should pragmatically be to issue the visas within the year.

Are there any expectations that NSW will include other occupations in next year for 190 like info and org NEC or auditors or investment advisors ?
