My problem with the scaling of watch dogman is that we only see him fight Garou, a man whose powers are used to fight humans. This is also why I think Garou is a bit overrated in terms of power scaling because he does great against humans, but less so against monster that don't fight like humans. So the fact that he's a hero hunter works out really well for him because he specializes in taking out humans.

Keep in mind that Rover is a dragon level threat that would take the combined effort of bang and bomb to defeat, if it wasn’t injured. Of course, due to overuse of her psychic powers, she started bleeding, but she was still good after blocking that. And that’s 100% not a feat that a B or A class hero can do apart from amai mask. Just remember that rover disintegrated 3 demon levels in a row with 1 blast in it’s prime condition. Only reason fubuki decided not to go to A class is cuz of amai mask, who is basically on the higher tiers of s class level of strength. If amai mask wasn’t there, she would likely be number 1 A class hero. If she trained a bit more, she may possibly be able to move to S class, as the weakest member if Amai wasn’t there to stop her.

I disagree with Tatsumaki suppressed being below Gouketsu. Not many realise this but she is FREAKISHLY strong. I'd even say that if all the S-class (except for Metal Knight and Blast because we don't know their capabilities, and King) were to take her on all at once they'd lose.
