The head of the security team knows the importance of Controlling the High Ground and that it is vital in securing & defending a position like this. A 2 man counter sniper team, using the water tower as an observation post, would have had a commanding 360 degree view of the area, all access roads and ALL surrounding roof tops! Why then, was the water tower not used by protection services? Anyone else think this has a bad smell......?

I was watching a different news report a little while ago there are people apparently flagged down a police officer and pointed out a man climbing the building with a gun in the officer went to investigate and the gunman aimed his rifle at the officer who turned tail and ran and did not get on the radio saying man with a gun. Why did he not put out a radio warning?
I heard the same thing, many people saw him climbing to the roof and told police and no one did anything about it! That makes me very angry!!
