Even in the 1980's, when my destroyer would traverse the Malaccan Straits, we would have armed crewman on the decks watching for pirates. Most of the pirates at that time used military coastal boats that were stolen from Malaysia or the Sumatra government. The commercial ships would crowd around us for protection, which would give the Officer on the bridge ulcers!

    "...to the shores of Tripoli."
It is no surprise that the young United States would want to project power around the world at this time. The US Navy and Marines first success globally was in the First Barbary War in 1805.
Britian's global dominance was challenged between 1812 and 1815. The US significantly contributed to the reduction of Mediterranean piracy after the Second Barbary War. Heading west from America makes perfect sense in 1832 given prior successes.

Hold on, at 7 min "they take possession of their boat". Didn't he describe it had been stripped of sails, instruments, and "everything movable" ? I would assume the pirates even took the rope, as it has value. How do you sail away from that raid?
