Heechul wasn't originally going to participate in the mini album. He was going to sit out to focus on health. But, then, at the last minute, he decided to make a cameo for the fans. Hence, why he's just...there. It was his choice to not have any lines, etc. It's just a cameo. He will not be participating in any promotions, as far as I know.
