Neither. The opposite of fire is Air. Fire water and earth are all physical, air is nonphysical and can neither be measured nor observed as fire water or earth. The elements from the periodic table within air can be measured but air cannot.
Opposite of fire is CO2, fire can't exist under only CO2, it needs oxygen to breath.
