Bath is full of so many things! my favourite thing is The Roman Baths. Pulteney Bridge is also very interesting to see and is also right in the city centre. For a scenic coutryside walk the bath skyline is a great place to walk to for some epic views as well! Those would be my 3 favourite things in Bath from when I visited. My personal highlight was the SS Great Britain... but that may take longer than 3 hours, I think the most iconic (and free) thing to see in Bristol is the Clifton suspension bridge but it is a longish walk from the city centre. So for 3 hours I'd suggest exploring the Bristol docks and maybe the Bristol museum as its located pretty much in the centre of Bristol, so you can get a real feel for the city from there! I hope that helps!
None of the videos I've seen on Bristol show the long slides close to the Observatory where generations and generations of kids (like me) have been sliding down those rocks making them as shiny, and slippery, as ice. When I lived in Bristol, long ago now, there was no access to the dock area so that's a part I've never explored. By "city hall" I think you mean the Council House, unless it's changed its name and like everything else is getting Americanised.
