Here in Australia it's in our radio regulations, when the SHTF you can use what ever technology you have access to to call for help (no license required) particularly in cases of safety of human life. After things get back to normal you might have to explain your actions to the authorities but if you can point to a safety of life situation you are pretty well covered.

Anyone who thinks the can buy one, put it away and use it when SHTF happens is a fool..... You need to know how the radio operates, a basic knowledge of radio concepts. HT is for short communications.... HF is for long communications.... Learn how antennas work, how to make antennas. You need to know what bands to use and when, USB, LSB, AM, FM & CW!
OP ~ You may have already done this and I missed it, but it might be a time to review. What is it? The how to any why of setting the proper Standing Wave Ratio or SWR. on your radio for maximum efficiency. The principal behind it is the same for CB, GMRS, or HAM so showing how to do it on CB would answer the license issue. Just a thought from me, for another of your outstanding videos.
I think this video is irresponsible. It is true that a non licensed operator can use a radio with out a license but the emergency has to be extreme. In any event one must know how to use the radio and has know what frequencies would be suitable to the communication purpose. The Technician exam is written so that a junior high school student can be expected to pass. If one is TFS to pass the test perhaps it is too dangerous for one operate a radio. MURS, GMRS , FRS and CB are suitable for those who won't get a Ham license. Some of these services require you to pay a modest fee to obtain a license. No test, however.

GMRS license is like 35.00 USD, no test required. Apply, pay amd you are legal to transmit on those frequencies including GMRS repeaters.
