Unfortunately, the system IS BROKEN BY DESIGN. However, it's not too broken that it can't work as is and can't be improved and fixed. The core issue here is that the the law is simply not enforced, and many of the people trying to enforce it are either handcuffed or even PUNISHED for doing so.

While I appreciate the frustration of questions not answered, the secretary should be allowed to speak. Perhaps it’s a futile exercise - I have not watched the all of the testimony and questioning. If he was notified prior to the meeting of the information that would be expected then, yes, he should be forth coming on the spot. He gives the impression he did not feel it important to be ‘fully’ prepared. He should lose his position at DHS.
