Check your boost control settings. It seems like you're reaching your boost cut limit. It's basically a safeguard to overboosting.
Ryan Herbst solved it, part of the issue was my boost control, but the base line issue was the wastegate opening and boost creeping way higher than anticipated due to a new set up with the exhaust, I appreciate the comment though!
