Maybe they did though. The 2 people who died could've been maintenance (or regular workers) trying to shut it off. And the others might have been trying to evacuate. Or nobody knew it, until seconds before it went. You also gotta understand gas can fill a area very quickly (you're thinking of a small leak). And all it needs is an ignition then. I'm a structural welder, month and a half ago. We picked up a large beam had a bunch of parts welded mostly on one end. When we went to try and pick up what we thought was the center, so its balanced. It seemed correct at first (guessing game really). One end dropped then, the other end slowly went toward the wall (40 foot 8,000 lbs beam ). It sheared both the gas pipes we use for cutting instantly. 100 psi of acetylene gas pouring out. And 140 psi of oxygen pouring out the same time (when both are mixed ,then ignited, its same as dynamite). It sheared above the shut off valves. The only other option was the main valves. Which was about 200 feet away. It filled 1/4 of the factory in 15 seconds (it's not a small factory at all). Until we got to the main. Luckily it didn't ignite, nobody was welding or using a torch. Yes you can smell it , but it could be too late. All it takes is something to ignite it. Also that gas will make you dizzy and sick breathing in huge amounts. This seems like a huge amount of gas was in the building. Maybe something similar happened there. A pipe got sheared. And poured out full pressure.
