@@bornbikertitan5812 sorry that wasn't very clear. I was a bit confused because the part of the caliper that's connected to the frame via some sort of swing arm was tightened solid and wasn't behaving like a hinge anymore, and when this happens you cannot adjust the rear axel & chain tension because it locks the wheel where it is. This is the bolt on the caliper that's attached to a rod going towards the front of the bike. When it is loose it lets the caliper angle change as you move the wheel, yet it keeps it from going too far around. I'm still not sure what to do with this part if I keep it loose or if i lock it and unlock every time i need to adjust the rear axel? The previous owner had it tight, so i'm doing the same... things seem just fine. If i kept it loose i might lose the bolt as I ride eventually. Yet i never see anyone adjusting this bolt in any youtube tutorials. I'm not even sure what the thing is called! Haha

My rear wheel won't move because the caliper is directltly attached to the hub. Not sure what to do.
Ok do u mean ur brake caliper is stuck on ur brake disc and now u cant move ur rear wheel. Sorry im just tryin to make sure im understandin right.
