- In April 2021, Indonesia’s navy submarine, KRI Nanggala 402, plunged into the sea of Bali during a routine training exercise, killing all 53 crew on board. The 40-year-old vessel was found from the depth of more than 800 metres, split into three parts. The tragedy is the Indonesian Navy’s worst peacetime loss, and one of history’s deadliest submarine disasters.
The loss of the submarine has put into question President Joko Widodo’s vision to turn Indonesia into a global maritime power. It’s also facing challenges on multiple fronts, including illegal fishing activities, transnational crimes and terrorism. It also has to face up to an increasingly assertive China which has expanded its reach in the South China Sea including Indonesia’s Natuna islands.
Can Indonesia realise its vision of becoming a global maritime power with its ageing naval fleet?

If your navy is only capable of stopping illegal fishing vessels, you are not ready. You would want your navy’s combat readiness to be equal to or greater than those who poses a threat to your waters.
This is where the problem lies, NAVY job is not to monitor illegal fishing etc.. that for Coast Guard and other agency.
Those Admirals, Rather than trying to keep hold power reluctance to pass baton to other agencies is part of the problem.

@@kentershackle1329 actually illegal fishing, and other criminal conducts on the seas aren't mutually exclusive to a specific agency. If anything coordination between Navy, Coast Guard, Immigration, etc. is better and a key. Agencies especially militaries can have different roles you know, and not just specific to one, this is something common all over the world.
well, equal is a bit too much considering how indonesia along SG and malaysia are located in what would be considered bottleneck in case of war ever happens.
Indonesia's military because realizing that its weaponry is not well modernized, it still likes to focus more in law enforcement rather than to focus in defence.. thats the problem
If you have a country that spans from London to Dubai, you can have a Navy the size of the Royal Navy and it will still be way too small. Shouldn't we rather appreciate their efforts in fast tracking their Navy equipment acquisition? Especially with their recent frigate acquisition from both Italy and the UK?
Indonesia's problems to tackle the issue of maritime vision: corruption, lack of political will, complex and rigid bureaucracy, and inward-looking approach
We also can't buy the parts to fix the broken machinery or even buy new technology from other countries.
I think Indonesia, need to learn how to make our own equipment, shame we lack people with the skills.

But when threat is comming, i believe it Will be like 1960 when we prepare to invade the Dutch and risk of WW III. If the risk is rising rapidly, Indonesian MEF is based on Indonesia 1960's capability for invading another country, thus being prepared in very short time. War against British short after that in Borneo island

Having lived in Indonesia, it seems there is a mental lack of forward planning or urgency. most people seem more interested in gathering money rather than intellectual forward planning to ensure a prosperous future.
As a maritime country with so many islands, Indonesia needs to have a strong navy to defend herself effectively.
Indonesia will become a superpower in South East Asia in the future, but becoming a superpower entails having a strong military (hard power) to accommodate the growth in soft power. South East Asia is relying on Indonesia to stand up against a particular country that is claiming the entire South China Sea for herself.
Indonesian army are struggling and facing a lot of problem: weak political will, bureaucracy, corruption in every sector, no standarization of military equipment, and many more

Not only corruption seems still to be live, I think money is wasted in most areas, there is no need for so such complicated administration systems and staff , today all can be done using a modernized system and computer networks with 25% capacity of staff, the money that could be saved could be invested into military and a social system to build the economy.

The tragedy of Nanggala 402 are not only loss of Indonesia Navy, but also the friendly Philippine Navy because both countries are strong partnership of maritime safety in the Celebes Sea since the peaceful agreement in 2014 and patrolling against piracy

I think so too. In terms of pure ranking of armed forces indonesia ranks 16 around the world and if im not mistaken its also the strongest amongst the SEA countries. Tho if there were to be a war other nations would be involved like the us. They would more likely be taking singapore side but china could aldo come into play. But if its only in terms of pure power yes indonesia could beat any sea asian countries and a lot of others too.

So yes if we were to fight Singapore we would crush them if a third party isnt involve. Everything comes down to how many soldier do you have in the end. Why Indonesian official always sugarcoating their country capability to build maritime assets? Yes we can build ship etc but it came from foreign contractors and it is under ToT scheme. But it doesn't mean we have a full capability. We just assembling it. E,g. REM class frigate
The last REM class has most of it's components built in Indonesia, if you're talking about armaments and sensors than I can argue back and say that most navies in the world also import these key systems from only a handful of suppliers namely Thales and MBDA.
I guess it's justified since Indonesia had license production to built Makassar class LPD 10 years ago, she then since have exported a variant of it to the Philippines and made another variant as a Hospital aid ship for the navy. This at least show that Indonesia can learn, master and innovate in shipbuilding technology but it WILL TAKE TIME.

MAINTENANCE BUDGET IS NEGLECTED BECAUSE THERE IS NO KICK BACK ON THIS THING. THE SUBMARINE SHOULD HAVE ALREADY DONE SECOND OVER HAUL IN PT PAL INDONESIA AFTER THE LAST ONE IN 2012 IN KOREA. THEIR FOCUS IS ON ACQUISITION SINCE IT HAS KICK BACK COMPONENTS, PARTICULARLY IT IF IS ORIGINATED FROM FOREIGN COMPANIES.
Dude KRI 501 just got out of the drydock in PT PAL last week, their MID LIFE overhaul was delayed because of Covid 19, Kri Nanggala 502 was suppose to go into overhaul right after 501 was done but unfortunately this incident happened before 501 was done, all was ready for 502 to be overhauled, please make educated statements.

Many Armed Force equipment dont get enough maintenance like CN 235 planes that are grounded. You are the one who dont know the real issue dude. We understand people in the top is eager to buy something from foreign company ( because kick back is waiting them ), while maintenance become second option despite it can grow local defense industry since no kick back can be taken from state owned companies like PAL, PTDI, PINDAD, and others. It is Finance Minister and Planning Minister that prioritize that maintenance budget as they kick many foreign acquisition program made by Prabowo in order to get the budget for maintenance
After Nanggala incident the administration already put on order 8 FREMM frigates from Fincantieri to augmented the previous order for 2 Ivers Frigates from Odense.
Once these materialized, TNI will be one of the strongest navy in southern hemisphere once again

Investing in military is also criticized by the so called human rights activists. Now they are more pacifist and focusing more on domestic economy, they are also criticized.

The Law that requires Indonesia to be a part of the build prosses could permit Indonesia to "Finnish", and Maiden Voyage the vessels, and similarly with all other projects. E.G. Indonesia buys air frames from America, they could be delivered with no paint job or seats. Indonesia provides and fits the ejection seats and the paint job of choice!
Yes, but different weapon systems require different percentages of local contribution, while state of the art fighter jets requires minimal local contribution for understandable reasons, some more basic weapon system requires higher local content as well as higher percentage of TOT to local contractors with the goal of down streaming and building a local defense manufacturing ecosystem for self reliance.
In the end, the deeper the ties you have a with a foreign defense contractor the more you can negotiate for higher localization, such is the case of Indonesia with DSME. With American Fighter Jets Indonesia can never do this since much of the TOT agreement needs approval from congress, and congress will never allow certain technologies to be shared to non-Western Muslim countries like Indo.
Ridzwan Rahmad is disingenuous here not mentioning the elephant in the room regarding su-35 contract, USA bullying/meddling through CAATSA. Also he seems to be blaming the law on building at home policy, it seems his background as defense broker is showing.
Especially not highlighting another contract of Iver with OMT/Babcock, as well as not highlighting the previous failed contract with Damen, where that particular defense company is reluctant in sharing production share. While also building flawed ship in the supposedly ‘more capable’ Netherlands but eventually needing repairs. The problems in that contract, is probably part of the reason why its behind schedule.

Indonesia has already capable to built its own modern submarine. Yet the navy forgot to decommissioned the 2 older sub, Nanggala 402 and Cakra 401 earlier. The president, defense minister, and the navy itself need to realize that they still have many old vessel. They should modernize the vessel and decommissioned the older one.
I heard that they planned those 2 old submarines (including Nanggala) to be the training subs for the new incoming subs

@@mr.g2360 some source tells me that many of the indonesian army equipment price has been marked up by some people and some general, corruption. Indonesian army are too complex and divided into so many branches and also there's no standarization on the equipment, ex: (different army branches has different type of assault rifle from many countries) which is not cost efficient.

@@maincoon6602 yep, but currently the MoD is a bit open to US hardware but i think they still don't want to "all in" with buying US hardware. Other than that i heard it's hard to buy from US cause you need to go to congress? Last procurement from US that's still a mistery is the Javelin Anti Tank one. There is no proff of it in Indonesian hand but the simulator etc is here. If US give us hardware we might still accept tho.

That is something that can't be achieved with "honest" work, or they married into rich family. This kind of culture might be gone in 10-30 years because lot of young officers already sick by their ”seniors" doings.

Im assuming the reluctance of Admiralty to pass these enforcement baton to other agencies is part of the problem.
Navy budget should be focused, in building elite corps/best equipment/best tactics training/Cross training with other branch/integration not asking them to patrol vast waters for mundane enforcement.
That's not the case, Indonesia has 2 coast guards, one of them formed fairly recently and currently have too few ships deployed to patrol the vast territories. They are commisioning newer ships but it won't be til the next decade (optimistic) where we'll see them taking the primary role in sea patrol.

Not here to defend Western nation's massive defense spending but...why does a country with no known enemies like Indonesia require submarines?
Because if Indonesia do happen to find itself with an enemy, then it'll be too late to try getting a submarine since submarines take years to build (3-4 years or even more). Not to mention the amount of time and resources to prepare the organization (in this case TNI AL) to operate the submarine. Training skilled crew, developing relevant doctrines, preparing logistical needs (bases, dockyards, maintenance crew etc) all take a long time, more than the time needed to build the submarine itself. So only getting a submarine after the threat is clear and present, might already be too late.
Also looking at Indonesia's history, geographical location and size, having submarines is a must. While successive governments in Indonesia always declare that Indonesia have no enemies, our historical and current geopolitical situation says otherwise. In the past Indonesia has been colonized, has had armed conflict (Konfrontasi, incorporation of New Guinea, East Timor) or have tensions (Indonesia- Australia tensions post East Timor referendum, Indonesia-Malaysia territorial dispute over ambalat) with its neighbors. More importantly the current regional situation isn't exactly benign itself with China becoming more assertive in the South China Sea with even several cases of standoff between Indonesian forces and Chinese coast guard vessels in the Natuna region this past few years. With that backdrop, Indonesia strengthening its admittedly inadequate naval capability including by pursuing more submarines is a logical choice.
Aside from that it is also the fortunate (or unfortunate, depends on how u see it) fact that Indonesia is a large country, with significant resources and occupying a very strategic location (gateway between Indian and Pacific Ocean). So Indonesia will always be under the radar of external great powers. Unlike smaller countries in less strategic locations who can rely on obscurity to "protect" itself, Indonesia cannot afford to do that. So in order to ensure that Indonesia remain independent under all the influences and pressures of external powers, having a strong military capability is important. Of course having military capability alone is not enough, it should also be coupled with economic strength and socio-cultural influence. But you get my point.

Go read your countries war history to have a better understanding, while those are in the past, there are still valid points to learn from. Besides South China Sea issue may escalate, look at what China is doing, Indon is not even on "that" path of modernizing (per say).
