We had a list of free locations we would set up at for our standard prices. We allowed them to provide their own location in our service boundaries and we would increase the price if there was a fee. If all of the parks in your area have a fee, you might want to consider including it in your price, but making sure your base price is still high enough to be worth it while paying those fees.
Unfortunately I am not qualified to give insurance advice which is my recommendation is to have a conversation with an insurance agent in your area. They typically will have a consultation with prospective customers for no charge.
