Adding another floor on the whim so easily. Just imagine your formal country (UK) thos project could have taken you almos 2 years on building permit alone. The cost and the neighbours objection, height restrictions, numerous appeals to council and planning permissions. Not forgetting the kind of material you must use (depending on area). In Ghana you only worry about your pocket. It is very espensive to make your foundation cater for another floor if it wasn't included in the first place. It could be done but its very expensive. Also your choice of the engineer shouldn't be determined by the quote alone. Get an architect and a project manager and they will make uour building compliant.
4 floors is too much. Are you building a family home or an apartment building??You’re young today but I can tell you from personal experience that 4 floors will not serve you well as you age. Happy to see you hired a structural engineer and I pray they are looking out for your best interest and most of all the SAFETY for your family. While it is right for her to maximise the value of her plot, the continual piecemeal additions to the building, and over development- with just a mason and without structural surveys (that we've seen) have long been a concern. Permits, codes and code enforcement in Accra are sadly haphazard, you can mostly do as you please to your building without interference. So I'm actually relieved she has finally brought qualified professionals onsite. She has been advised many times by commenters to seek professionals. I sighed when the under pinning of her father's side happened without a structural survey.
Well done for getting a survey done; if you ever sell up, you can demonstrate you have a high quality structure. Please Dela, a bill of quantities and CAD structural drawings are essential, especially for a building like yours with new storeys sitting on ancient foundations. From my engineering experience, the second guy's thinking and enquiries made sense, especially when he asked what material and why, and then how much concrete was put on the material. Those are considerations to compute and check three things ... is the structure capable of supporting the load? To what extent does the structure deform while it supports the load? And what type of deformation is it? - elastic or plastic (you probably want it to be elastic!).
I don’t know this guy from Adam or how you found him, but EVERYTHING he’s saying is accurate and legitimate. I would strongly encourage you to get more than one written quote Sis. Also, check the engineer’s credentials and references on completed projects, and make sure they are licensed. If I were you, I wouldn’t go up another level. Retrofitting to add load - from the foundation up - is going to be incredibly expensive and disruptive.

I understood what they said. am your sub from kenya, and i would like to know whether in Ghana one must submit a site investigation/geotechnical report to the relevant authority before construction. If you are experiencing cracks in your building it could be a whole variety of factors most common being water ingress at foundation level. Feel free to talk.

Then you need to go back to your initial videos that when you started filming you’d be able to see how many iron rods and the type of iron rods that was used and typically before they laid the floor they’ll tell you how many centimetres of concrete they will lay on top of a polystyrene or how many Centimetres of concrete they will lay upon brick hordis.
