We can't Add reactions to sapphire message like upvotes and down votes because sapphire ignores it's own message for reactions. It is possible to do if we can make another bot to react the upvotes and down votes to sapphires message but as far as I know, there is no bot that can do this

You can make sapphire send the suggestion message to a private channel where admins can only see
