Based on what I understand, a warrant officer must complete time-in-grade service as an enlistee before applying to warrant officer training school. If so, this means enlistees cannot join the military as warrant officers after immediate completion of basic training. Is this "preliminary assessment correct?"

Generally speaking, yes. The one exception is the "street-to-seat" program, where a recruit goes through basic then immediately after completing bct goes to flight school to be a pilot.

it's a lot harder to go WOFT while you're in (need your chain of command to sign off on everything & it hurts your unit). Active duty has street to seat and some national guard states have street to seat. I'm going guard the local aviation recruiter in my state has coordinated with an aviation unit to send me to flight school immediately after I enlist (basically street to seat, but technically not street to seat)
