20:03 "Teignmouth, in the last two weeks, has just celebrated 150 years of trains arriving in Teignmouth". Teignmouth station apparently opened on 30 May 1846, which would make this June 1996. That fits with the previous (Exmouth to Exeter) video in which Digby & Sowton (opened May 1995) was a "new station".
Nice video but just one question - what happened to the AWS, or is that why there were at least two people in the cab, one driving and one acting as second man due to failure?
You can just about hear a ping pulling into Torre. My guess is that the filming team is on the right window of a corridor unit and the driver has the dividing door closed.

Great knowledgeable commentary in a beautiful part of the country, cheers!
Bloody good that driver. The only Tunnel length i can remember is Shugborough 777 yards.
Thank-you!
Interesting comments about the closed line that could have been an alternate route

It sounds to me this has well scriped sound track added to a silent film. The rail joints are not right for the speed shown in the first few seconds?
How old is this video? The signal box on the river exe has been in store on the Gloucester and Warwickshire steam rail for quite a while I understand,
this is a old video must be in the 90s
1996 I think.
Noisy old cab .😮
It's very grainy this video and there's a lot of glare. TBH it's quite dull. 🥱
