You guys should look into how much the property taxes are on that building. This seems to be the thing that is continually overlooked in these conversations. Everyone wants to blame greedy landlords while ignoring the fact that property taxes are often a substantial portion of ones monthly payment, in both mortgage and rent situations. I'm in Portland and bought 12 years ago. My property taxes have gone from being about 10% of my monthly payment to over 1/3.

there should not be an exemption for 10 years for new units. There 14.6 percent raise should be for ALL units and not just the older units more than 15 years old. They are building all these new apartments to get people who cannot qualify for a house to buy because they have no down payment or bad credit or other reasons why they have to rent instead of buying. That is what happened at ALMA Gardens in Hillsboro. Those were dug in 2013 and opened in october of 2014 and they got a huge 34% increase. They can do nothing because of this 10 year exemption where they can raise it any amount they want to. This sucks bad!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

The values of the homes in Portland have risen astronomically, therefore the property taxes have to go up accordingly. Therefore the money has to come from somewhere to pay those taxes, thus renters have to pay higher rent. What do you expect?

7% cap plus CPI. Which is basically inflation. That pencils out to about 14.6% cap next year for rent controlled buildings. This is yet another cost of all that money printing and stimulus money.

Apparently there's a loophole stating if a building was built less than 15 years ago (which is the case for Prescott), the property owners can impose a rent increase higher than 5%. It was mentioned in earlier coverage for this story.
There doesn't seem to be ANY objective information in this entire presentation. They showed a letter from the company claiming that rent was significantly below what was allowed under rent control laws. The linked article mentions that this is true - rent increases have been less than allowed for years. The new owner is apparently playing catchup and increasing rent to levels appropriate for a rent controlled apartment, even though the apartments are new enough to be exempt. Is it true that the tenants had a sweetheart deal for several years and that the new landlord is just doing a catchup? Was the previous owner in financial trouble because they were unable to raise rates at the rent controlled rates or forced to sell because of delinquencies? Are the new rates actually normal or even below normal for low income apartments in the area? - if no one can find another apartment even with $4200 payment for moving expenses, I'd suspect it is. In the end, rental rates are going to be based on the cost of building and maintaining an apartment of a certain level in an area AND the possibility of building more units in a cost effective way. If its expensive or impossible to build and maintain new apartments, there is a lot the government can do (allow increased density, lower taxes for affordable units, rent subsidies, streamline approvals...) Capping rent at a level lower than costs is NOT going to result in more apartments and will result in slums or condo conversions
Wow that's why I stay away from low-income rentals. I keep the rent up high right off the bat and require a stellar credit report. Definitely lowers your chance of getting problem renters.

@Nine Waves I just went on zillow and found a number of homes under 350K around Portland within 10 mins of downtown. So there is no 400k min. Like I said you aren't going to live where you want in Portland with 200k. I also went on Prescotts website and the avg 1 bedroom is $1500. So that is more than what she would pay for a $200K condo with a 3.5% down payment. Life is about choices and if you can't afford to live where you based on your income and life choices then the best thing is to move somewhere where you can. Being given $4200 and complaining is not a good look. I'll gladly take $4200.

I feel like this story could have been much more impactful, although investigative journalism isn't Portland's thing. There are so many questions I have outside of this specific rent increase, especially regarding the $4200. Was that money that was offered or given? Why can't you move with that? Although I agree completely that you can, they didn't do a great job of going into any details in this story. Most places (from what I've experienced) that you can go want 3x's the monthly rent. If they wanted this story to be impactful, it would help knowing what their monthly income is and why $4200 isn't enough.

A program like LIHTC, makes the maximum income limit very low, too. So if someone cannot afford rent without any assistance, yet they make even just a tiny amount above that limit, they can lose their eligibility, yet they dont make enough to afford rent without help. Unless they have a very good (or good enough) income. Rent is sky high. That's the biggest issue. The maximum income limit is way low. Too low. Now, these people are on a different program.But in general, for those who don't know why people don't just get another job, that's why. Many "affordable housing" programs are under the LIHTC.

Can these people not be grateful for the fact that they still have affordable housing? You have a very different view of the world when you work full-time and pay all of your bills without subsidizes from the taxpayer.

there should not be an exemption for 10 years for new units. There 14.6 percent raise should be for ALL units and not just the older units more than 15 years old. They are building all these new apartments to get people who cannot qualify for a house to buy because they have no down payment or bad credit or other reasons why they have to rent instead of buying. That is what happened at ALMA Gardens in Hillsboro. Those were dug in 2013 and opened in october of 2014 and they got a huge 34% increase. They can do nothing because of this 10 year exemption where they can raise it any amount they want to. This sucks bad!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

The median income in that area has increased by 50% since 2016. The rent and property value in the prescott area has all drastically increased.

Apparently there's a loophole stating if a building was built less than 15 years ago (which is the case for Prescott), the property owners can impose a rent increase higher than 5%. It was mentioned in earlier coverage for this story.

The new owner is apparently playing catchup and increasing rent to levels appropriate for a rent controlled apartment, even though the apartments are new enough to be exempt.
Is it true that the tenants had a sweetheart deal for several years and that the new landlord is just doing a catchup?
Was the previous owner in financial trouble because they were unable to raise rates at the rent controlled rates or forced to sell because of delinquencies?
Are the new rates actually normal or even below normal for low income apartments in the area?
- if no one can find another apartment even with $4200 payment for moving expenses, I'd suspect it is.
In the end, rental rates are going to be based on the cost of building and maintaining an apartment of a certain level in an area AND the possibility of building more units in a cost effective way.
If its expensive or impossible to build and maintain new apartments, there is a lot the government can do (allow increased density, lower taxes for affordable units, rent subsidies, streamline approvals...)
Capping rent at a level lower than costs is NOT going to result in more apartments and will result in slums or condo conversions

Wow that's why I stay away from low-income rentals. I keep the rent up high right off the bat and require a stellar credit report. Definitely lowers your chance of getting problem renters.

@Nine Waves for a nice home... you can find condos/apts under 200k. Also don't need 20% you can go down to as low as 3.5%. Ya it may not be where you want to live but it's doable.
@Nine Waves I just went on zillow and found a number of homes under 350K around Portland within 10 mins of downtown. So there is no 400k min. Like I said you aren't going to live where you want in Portland with 200k. I also went on Prescotts website and the avg 1 bedroom is $1500. So that is more than what she would pay for a $200K condo with a 3.5% down payment. Life is about choices and if you can't afford to live where you based on your income and life choices then the best thing is to move somewhere where you can. Being given $4200 and complaining is not a good look. I'll gladly take $4200.

I feel like this story could have been much more impactful, although investigative journalism isn't Portland's thing. There are so many questions I have outside of this specific rent increase, especially regarding the $4200. Was that money that was offered or given? Why can't you move with that? Are you living there because it's close to the MAX and you don't have transportation of your own? There were just more questions that could have been asked.
In 9 years that she has lived there never thought of making an effort to put $ away a rainy day fund? She was probably told that the apartment she was provided had a 10 year exception - and again never put money away for such a situation. Why does the city & county or state always have to come and help solve peoples issues. She can't live with friends or family while she finishes her schooling since she's a full time student?

Although I agree completely that you can, they didn't do a great job of going into any details in this story. Most places (from what I've experienced) that you can go want 3x's the monthly rent. If they wanted this story to be impactful, it would help knowing what their monthly income is and why $4200 isn't enough.

A program like LIHTC, makes the maximum income limit very low, too. So if someone cannot afford rent without any assistance, yet they make even just a tiny amount above that limit, they can lose their eligibility, yet they dont make enough to afford rent without help. Unless they have a very good (or good enough) income. Rent is sky high. That's the biggest issue. The maximum income limit is way low. Too low. Now, these people are on a different program.But in general, for those who don't know why people don't just get another job, that's why. Many "affordable housing" programs are under the LIHTC.

Even a 50% increase in the rent likely means that the rent for these units remains far below the actual market rate. Can these people not be grateful for the fact that they still have affordable housing? Can they not put more effort and energy into providing for themselves and being self-sufficient, or they just to stomp their and carry on about being entitled to nearly free accommodation? You have a very different view of the world when you work full-time and pay all of your bills without subsidizes from the taxpayer.
