Shatner started out in Shakespearian theater just before tos started, and they pause a lot to give the audience a chance to keep up. Or that's what I've heard.
It's a Shatner thing apparently, but to be honest, now that it's been pointed out to me, it reminds me of a description by Karel Čapek of how Tomáš Garrigue Masaryk (the first president of Czechoslovakia) spoke - apparently he also would pause between words, formulating his sentences as he spoke because he always tried to say what he meant in the best possible way. I guess that may be one of the reasons it doesn't really strike me as too odd; it just subconsciously, for me, puts Kirk in the same category of being as Masaryk, which certainly isn't a bad thing for him to be.
this reminds me of that TNG episode Booby Trap, where the captain of the Promellian battle cruiser said the same thing about his crew. Even the music seems the same.
