This is factually incorrect there are plenty of circumstances where prompoting to a queen will lead to a draw (Because your oponent can't move, but their kings not actually being attacked), where promoting to a bishop or rook would prevent that draw case.
Technically gravity has always existed in chess.
Indeed, the time honored tradition of table flipping would hardly be as dramatic without it.

Remember, there is no reason to ever promote a pawn to a rook or bishop. Occasionally, a knight, but otherwise only a queen
