Technically no they are illegal in most states. Some require you to have a cover on them when on public roads(never heard of this being enforced. Really depends where you live and the type of cops. In Maine where I’m at the sheriffs all run light bars and so do most trucks around

The fog lights I have are DOT legal. The off-road lights are only turned on whenever no one else is around. Not illegal
Does it worth spending that much? I just can’t pull the trigger and buying it
Absolutely worth it if you spend enough time off-road or driving at night. It’s definitely helped save me from hitting deer.
