Yeah, and listening to other live versions from the 80s or early 90s, it is obvious that I have missed other parts where Peter Buck did those flourishes! Sometime, I will have to figure those out.
My suspicion, and what I thought at the time, was that Peter Buck was trying to show that he was a good guitarist despite what he and others said about his playing. We know that it was not simplistic, but that was his reputation, bolstered by his own deprecating comments. Not sure if that's in fact true, but was my thought.
I think also their producer, Don Gehman, really pushed them to have a clearly defined, bigger sound. I know that he pushed Michael for a lot more clarity in his vocals and lyrics. As Mike Mills recalled, 'We wanted to get away from the sort of murky feelings and sounds that we got out of Joe in London. The acoustic guitars sounded so good on the Mellencamp records… we just liked that sonic quality that he had, and we decided to give Don Gehman a shot.'
-- Mr. Buck made it look SOOO easy, but really NOT SO EASY !!!
I had this but not the cool flourishes, which I love. Thanks.

I always wondered what inspired Buck's shift from his 'standard' REM guitar style to the bigger riffs on 'Life's Rich Pageant'.
