We'll see how OW handles their ranked reset though, if it actually helps fix things.

The answer is money sadly. Noobs/new players are more likely to buy skins if they reach a high rank. Vets of OW and Apex are less likely to. Plus its still the holidays, there is a chance to tweak things before the "regular" season.
