I'm from Barcelona I can explain you. Gaudi's desire was that no public money will never be spent on building his church. He didn't want money that could be used to build hospitals or education purpose, be "wasted" in his creation.
That's why it takes so long, since it's begging in late 1800 it has only been funded with the earnings from entrance tickets and donations. They need many millions € every year to pay the material, hundreds of workers, designers, architects, engineers, so they can't go fast. They are also saving a lot of money just in case something happpens (they don't spend everything they earn), for instance imagine that there's a terrorist attack in Barcelona and tourism declines, that would mean no money and the construction would have to stop.
PedrodeBF, another reason is that Gaudí did not like to use plans, almost everything he did was made in models made (I think) of plaster and in the civil war most of the models were destroyed and now they have to design everything practically from scratch inspired by the rest of the basilica already built at that time, the knowledge of the old workers, imagination and the style of Mr. Gaudí.
