    The heating plant was built in the 1940s. It provided steam heat to government buildings.

    What's the structure we see at 2:00:15? I looks like a steel wall panel with wire netting over it. What is the netting for? Has insulation been removed?

      It's related to the electrostatic precipitator in Part 14, which was right next to it. I don't know if it was just a flue going from the boiler below the precipitator up to the precipitator, or if it had a more active role. The precipitator was covered with the same netting, which may have had a role in grounding the static charge. Perhaps one of the viewers who worked at a heating plant could comment with more authority.

    The amount of copper piping towards the end is staggering & awkward to cut up .

      The boiler tubes were steel, with a coating of rust that makes them look coppery.

    I see the top cylinder is leak fluid out.

      It looks like hydraulic fluid, but it's water from the spray nozzles for keeping the dust down.
