I haven’t had to deal with dried out pens yet, but I have dealt with old drafting sets with dried ink (who knows how old) on the ruling pens. With the ruling pens, the ink came off fairly easy with a q-tip and alcohol. I would just try disassembling the pens and soaking the parts in alcohol for a bit. Then work on them with a q-tip or a soft bristle brush if need be.
Hard to say without looking at it. Is it an older set? Maybe the back handle piece is just stuck with some crusty old ink. You could try applying some alcohol to the joint to loosen up the threads.

I have a vintage set of 7 Staedtler Marsmatic700 pens. They are dried out and I was wondering what is the best way to clean them?

I can't twist the handle, why is it like that? it's like it's stuck, and because of that I can't refill the ink
