When the load of Super structure is ultimately transfering to the footing, then why are we not using any Beams from the start??

Thanks . Here I have one question, Why we can't take advantage of plinth beam as a DPC? As both are made of concrete and Plinth beam can work to resist moisture rising due to capillary action .

I want the plinth beam to have vertical offset at different locations... If I explain it further, usually complete plinth beam is at same elevation... But i want my plinth beam at some portion of home at different elevation... My floor level for whole house would be same... But the location where the elevation is low, I will use dpc at floor level... Can you answer that is this mandatory to make plinth level at same elevation or want is the reason for this, if so?
