Does the term school master mean nothing to you? The student is supposed to be judged by a master, just as an apprentice is to be judged by one. If the teacher has a mastery of a subject then he/she should be able to judge who or who is not competent. Do we not accept that a coach can decide who are good players and who not?
I agree that the student "is supposed to be judged by a master". But in the US, teaching is held in such low regard that good teachers leave or never enter profession. Low-skilled teachers administer competence tests to their students while fighting against such tests for themselves. And, just because you have mastered a subject, does not mean that you have mastered teaching that subject. This is a problem in technology classes that are too often taught by mediocre programmers who can't teach.
Blame that on the teachers of the teachers. Schools of education are historically notorious for the poor quality of their graduates. Blame it also on their supervisors, whom themselves are seldom are “master teachers.” or academically qualified to supervise teachers of academics subjects. In Texas, probably 70% of school administrators are former coaches, How are such men to judge who or is not doing a good job except what commonsense might tell them?
